pg_ctl not found by pg_ctlcluster ubuntu 14.04

I've searched about every question I can find on this topic and none seem to answer this specific problem. The issue is that I'm trying to start/reload a specific postgres cluster that contains all of my data. When I run pg_ctlcluster 9.5 main reload I get this output

Can't exec "": No such file or directory at /usr/bin/pg_ctlcluster line 304.

That line is

303 sub reload { 304 exec $pg_ctl, '-D', $info{'pgdata'}, '-s', @pg_ctl_opts_from_cli, 'reload'; 305 }

Which indicates to me that pg_ctl isn't being recognized. This is backed up even more so when I attempt to run pg_ctl directly as seen here

[email protected]:/usr/bin# pg_ctl The program 'pg_ctl' is currently not installed. You can install it by typing: apt-get install postgres-xc

But, when I run whereis pg_ctl I get the output

pg_ctl: /usr/share/man/man1/pg_ctl.1.gz

I'm no system admin so I'm a bit out of my depth here. I could very well be wrong and it's not installed. Could anyone give me a push in the right direction?
