Is it matter if I use a different elements for desktop or mobile?

I need to ask about responsive designs (HTML + CSS). Is it matter if I use a different elements for desktop or mobile ? I mean that my page isn't really responsive, it's only check useragent by php code, and if it's a desktop user it include "desktoparticle.php" if not it will include "mobilearticle.php". these to php files are different, they have different structure and defferent styles, olso a diffrent order of elements. but they are both under the same domain, this functionallity is under the same URL olso.

my question is, does google got confused? and is this something bad to do? or it's affect SEO ?
