Docker cant connect to the Internet

I'm looking for a way to install mod_qos on an Apache server, thats running in a docker container. I'm able to install qos on the Ubuntu machine, bot not in the docker container thats running the apache. In general the container seems to be unable to connect to the outside world.

When trying to solve the debian-stretch-release problem i got to this thread here, but when running the command i had to find out that 'deb' is not installed. I'm not sure whether this is a dns issue, since docker chooses the hosts dns as default and i have no problems on the ubuntu.
